The Punk Development Shooter has in-game ambience... but that's all. There are nine pieces of SFX that I can trigger through these modifiers:

Untitled Punk Development Shooter
Opening SFX Modifier
8098D7xx
The range is 01-09. There are no SFX after 09.
In-Game SFX Modifier
808103xx
The range is 01-09. There are no SFX after 09.

Plus, although it's on 32 megabits, the game itself is only 2 megabits. It is mirrored 16 times throughout the ROM.
