The ROM isn't supposed to be 2MB. The cartridge doesn't have a valid header, as it's not really necessary for a real cartridge to function, and would have been added before the ROM was sent off to production. Your dumper probably read the garbage data where the header should be and got invalid size/mapping values, so the resulting ROM is twice as large as it should be, with invalid data (probably open bus) in every other bank, and no SRAM (hence the broken custom stamps and inability to save data).
Here's a copy of the ROM with the invalid banks removed. Note that it probably won't work in most emulators:

Here's a hacked copy with a retail Mario Paint header applied. This one works in emulators, but I strongly suggest you not distribute it on your site:

Does the cart have any saved data when played on a real SNES? If so, you should probably find a way to preserve it... :| |
