Just in case somebody still thought it was an urban legend, I've just asked Shigeru Miyamoto about the origins of Mario's name, in person.

He confirmed that it was because of some Mario guy at the old NoA warehouse (didn't mention his full name, but it was obviously Segale), and he also confirmed that Mario's brother was called Luigi because it means "similar" in Japanese, seeing how both used to look the same in-game due to memory restrictions.
