Definitely sounds like his work. I think the first Power Rangers game on the Game Boy also had music composed by him.

On a related note, Gamer.ne.jp did a two-part interview with Kishimoto months ago, but he doesn't talk about any of his unreleased projects (he does talk about his involvement with the Choaniki PS game).
