Looking at footage of Mario Maker on WiiU, I'm reminded of something.

I recall an issue of EGM (might have been EGM2 but I doubt it) back in the late 90's that mentioned an on-paper attachment to the SNES (probably a precursor to the 64DD, I remember this was when the SNES CD-ROM was LONG vaporized) and made mention of a potential Mario game where you could design your own levels and save them. Does anyone have this issue?

I'm sure I have it somewhere, but I've yet to organize my gaming mag collection since the move.

Are you really sure you're not thinking of Donkey Kong +?

I do think I remember hearing about that as one of the "Mario Artist" games (if I'm right, there were like eight parts developed but only four were released?)

Miis are said to have been reused from one of the unreleased volumes (though were conceived as early as the Famicom Disk System, but canceled because they figured nobody would want to buy a non-game).

What I read pertained to the SNES, but I'm guessing it probably would have ended up in the Mario Artist series. Timing seems about right.

And no, it wasn't Donkey Kong +.

I'd really like to find the EGM article on the SNES docs. Not even sure what year it was.

First I have ever heard of it. My EGM scans collection is not complete, at some point I will go through it all, like I am doing with Gamepro right now.
