It all goes back to an arcade game called Hermetica by Home Data. A former Home Data programmer tweeted about it a while ago, in Japanese. After a poor location test, it was sold to Bullet-Proof Software, and we eventually got Yoshi's Cookie.
As for Inaro, Blue Planet Software was just pitching their properties for licensing, hence the lack of intended platform. I don't think there was a retail product released under that name. Perhaps that's what Yoshi's Cookie was called before Nintendo got involved.
